Resumption of trading in NY4 datacenter on Tuesday, May 8, 2018

CHX completed the migration of its NY4 production trading environment to a new location within its NY4 datacenter this past weekend, May 5–6.

While some connectivity issues were experienced early today by those firms who connect to CHX at the NY4 datacenter, those issues have been resolved and no outstanding issues remain.

Throughout the day today, CHX has been processing inbound market data and test Matching Systems in the NY4 datacenter without incident. Consequently, CHX will be moving the trading of those issues that normally trade at the NY4 datacenter back to that datacenter for trading tomorrow, Tuesday, May 8.

CHX apologizes for any impact our issues today had on your operation and thanks you for your support during this significant upgrade to our trading environment.

Temporary Relocation of NY4 Trading

CHX will be migrating its East Coast production trading environment to a new location within its East Coast datacenter over the coming weekend, May 5–6.

To minimize any risk of disruption due to this activity, CHX will move trading for all symbols that normally trade at the East Coast datacenter to the Chicago datacenter for trading on Monday, May 7.

We anticipate trading of these issues to return to the East Coast datacenter on Tuesday, May 8, and will send a message to confirm this to all subscribers of this message feed on Monday, May 7.

Regulation SCI Business Continuity / Disaster Recovery Test – October, 2018

The Chicago Stock Exchange will host its annual Business Continuity and Disaster Recovery Plan test on Saturday, October 13, 2018.

Regulation SCI requires that CHX, an SCI entity, designate Participants to take part in CHX’s annual Business Continuity and Disaster Recovery Plan test.  While CHX encourages all Participants to participate in testing, CHX will require certain Participants to participate in the annual Business Continuity and Disaster Recovery Plan test.

Pursuant to CHX Article 3, Rule 21, CHX has established standards for the designation of applicable Participants that are required to participate in the annual Business Continuity and Disaster Recovery Plan test (see Information Memorandum MR-16-06).

These standards are as follows:

·         Designated Participants are those that meet or exceed 10% of the total share volume executed in the Matching System in either of the first two calendar quarters of the test year.  CHX will notify each Participant that meets this threshold at the end of each quarter.

·         As the 2018 Business Continuity and Disaster Recovery Plan test will be held in the fourth quarter of 2018, Designated Participants will be permitted adequate time during the third quarter of 2018 to prepare for the 2018 Business Continuity and Disaster Recovery Plan test.

The Regular Trading Session will be open from 8:30am to 12:00 noon, the Late Trading Session will run from 12:00 noon to 12:15pm, and the Crossing session will close at 12:30pm. On Monday, November 27, 2017, all sessions will trade normal hours.

CHX will be changing the value currently populated in Tag 37 (OrderID) for FIX Cancel Order Reject Messages:

CHX to Resume Trading in CH2 Data Center

Having identified and resolved the networking issue that was the root cause of the system outages that occurred on October 24, October 25 and November 1, and having performed many functionality and capacity tests in the trading environment in its CH2 datacenter, CHX is ready to resume trading at that location.

System Problem on October 25, 2017

Again today, CHX experienced an issue in our trading environment, specifically in its Chicago datacenter. This appears to be similar to the failure that was experienced yesterday, October 24. At approximately 08:30 AM CT, CHX systems had connectivity issues with various systems within the CHX trading environment in its Chicago datacenter. At approximately 8:36 AM CT, CHX Senior Management determined that halting trading was in the best interest of our participants and the National Market System.

 

CHX moved trading of those issues that normally trade in its Chicago datacenter to its New Jersey datacenter and trading was resumed at approximately 10:15 AM CT. We will remain in this configuration for the remainder of the day Wednesday, October 25.

 

CHX is in the process of upgrading the network supporting its trading activities in its Chicago datacenter. We have been working on this project for several months, moving in slow and deliberate steps to minimize risk to the greatest extent possible. The problems experienced by CHX yesterday and today are related to this project but do not appear to be caused by the most recent changes made. CHX has determined to roll back all of the changes that directly impact trading in the Chicago datacenter for trading on Thursday, October 26. All stocks that normally trade out of the Chicago datacenter will trade from that location on Thursday.

 

Once again, we again deeply regret these problems which negatively impacted your operation.

System Problem on October 24, 2017

CHX experienced a system problem on October 24, which forced CHX to halt trading in all symbols for approximately 4 hours.

 

At approximately 08:15 AM CT, CHX Operations became aware of connectivity issues with various systems within the CHX trading environment. This was a widespread problem, mainly affecting our Chicago datacenter, but also affecting our operations in New Jersey. At approximately 8:35 AM CT, CHX Senior Management determined that to halt trading was in the best interest of our participants and the National Market System.

 

During the troubleshooting process, CHX Operations determined the source of the problem to be a fault occurring in one of the main network switches in the Chicago datacenter. While there is a redundant switch configured in the datacenter, the faulty switch did not completely fail, complicating any automatic recovery.

 

Once CHX resolved the issue with the switch, the network stabilized and CHX went through an exhaustive recovery process, including extensive testing of all trading application components. At 12:15 PM CT, CHX resumed trading in all issues and experienced no further problems.

 

CHX is currently in the process of reviewing this incident to ensure that such an event cannot recur.

 

We deeply regret any problems which this incident may have caused for your operation.

Reminder- 2017 Regulation SCI BCP/DR Testing

On October 14, 2017, CHX will conduct Business Continuity Plan and Disaster Recovery testing in conjunction with the SIFMA coordinated industry test. Market Participants that meet CHX’s criteria for designation as a required Participant have been previously notified by CHX.

Please note the available times for each of CHX’s datacenters for these tests.

7:30am - 9:30am (CST):  SIFMA Industry Test (NY4 and CH2 datacenters available)

  • Participants wishing to take part in the SIFMA Industry Test should test from their DR site to the CHX datacenter to which they have an established connection. The CHX CH2 datacenter will be available only during this time.

9:30am - 11:00am (CST):  Regulation SCI Business Continuity and Disaster Recovery Plan Test (NY4 datacenter only available)

(1)    CHX Required Participants: 

  • Required Participants that have received such notification directly from the Exchange must conduct the test from their production or DR environment to CHX’s NY4 datacenter during the 9:30am-11:00am (CST) period.  NY4 will serve as the Exchange’s failover (DR) site.  CH2 will not be enabled during this time.

Connectivity Pre-Test for CHX Regulation SCI Business Continuity and Disaster Recovery Plan and SIFMA Industry Tests - Saturday September 9, 2017

As previously announced, CHX will host its annual Regulation SCI Business Continuity and Disaster Recovery Plan Test in conjunction with the SIFMA Industry Test on Saturday, October 14, 2017. 

Participants that wish to perform a connectivity test with CHX may do so on Saturday September 9, 2017 between 7:30am-9:30am (CST).  “Required CHX Participants” that have been designated for Regulation SCI testing through direct notification from the Exchange are strongly encouraged to test their connectivity during this time.

An order may be sent in one of the below symbols.  If unable to use the suggested symbols, a Participant may send an order in any issue traded at CHX.

Labor Day Holiday Reminder

T+2 Shortened Settlement Cycle

On March 22, 2017, the SEC adopted amendments to Rule 15c6-1(a) to shorten the standard settlement cycle from T+3 to T+2. In order to conform its rules to the amendments, CHX has new rules to reflect regular way settlement as occurring on T+2 beginning September 5, 2017.

Starting September 5th, trades will be settled on T+2 (instead of T+3).
Trades that occur on September 5th will settle on September 7th.
Trades that occur on September 6th will settle on September 8th.

Until then, trades settle on T+3.
Trades that occur on September 1st will settle on September 7th (because of Labor Day holiday on September 4th).
Trades that occur on August 31st will settle on September 6th (because of Labor Day holiday on September 4th).

Additionally, as a result of the timing cutover to T+2, September 7th is a double settlement day for trades that occur on September 1st and trades that occur on September 5th.

The SEC approved SR-CHX-2017-06 and will be operative on September 5, 2017.

CHX has observed improved performance in both the round-trip times and consistency of those times from message to message, resulting in a reduced standard deviation.

CHX Book Feed: Tape C and Tape A/B Channels

CHX Book Feed Subscribers:  Please be advised that six issues have been disseminated on an incorrect channel in the CHX Book Feed.

Issue SWP is a Tape A issue that was disseminated on the Tape C channel. Issues ALJJ, FNTEU, GEMP, SQQQ and TQQQ are Tape C issues that were disseminated on the Tape A/B channel.

Effective at the beginning of trading on Tuesday, July 25, 2017, these six issues will be disseminated on the correct Book Feed channels.

Regulation SCI Annual Business Continuity and Disaster Recovery Plan Test Saturday, October 14, 2017.

At this time, all Chicago Stock Exchange Participants required for the 2017 Regulation SCI Business Continuity and Disaster Recovery Plan test that have met the activity threshold for the first and second calendar quarters of 2017 have been individually notified.  If your Firm has not been individually notified, you are not required for testing based on CHX’s requirements for the 2017 test.  The test script will be distributed to the CHX Required Participants individually as well as posted on the CHX website in the near future.

No further action is required on non-required Participants, however, should your Firm wish to take part in this test, please notify the contact below for further information.

The CHX Matching System utilizes FIX tag 7395 WorkPx to provide an initial working price on Execution Report messages for CHX Only orders that may lock/cross the NBBO.   In the coming months, CHX intends to no longer provide tag 7395 on these Execution Report messages.  A follow-up notice will be sent when this date has been scheduled.

Mandatory Anonymous Trade Reporting and Clearing

CHX has filed a prosed rule change related to anonymous trade reporting and clearing.  The proposed rule change to CHX Article 21, Rule 5 will mandate anonymous trade reporting and clearing, thereby eliminating the current requirement that a Participant elect to receive anonymity. The proposed rule change maintains the current regulatory and mutual consent exceptions to the rule and does not amend or modify any other CHX Rules.

The proposed rule change (SR-CHX-2017-08) was filed on May 11, 2017, but will be operative on May 15, 2017.

No Participant action is required at this time.

CHX Regulation SCI Business Continuity and Disaster Recovery Plan Test

The Chicago Stock Exchange will host its annual Business Continuity and Disaster Recovery Plan test on Saturday, October 14, 2017.

Regulation SCI requires that CHX, an SCI entity, designate Participants to take part in CHX’s annual Business Continuity and Disaster Recovery Plan test.  While CHX encourages all Participants to participate in testing, CHX will require certain Participants to participate in the annual Business Continuity and Disaster Recovery Plan test.

Pursuant to CHX Article 3, Rule 21, CHX has established standards for the designation of applicable Participants that are required to participate in the annual Business Continuity and Disaster Recovery Plan test (see Information Memorandum MR-16-06).

These standards are as follows:

  • Designated Participants are those that meet or exceed 10% of the total share volume executed in the Matching System in either of the first two calendar quarters of the test year.  CHX will notify each Participant that meets this threshold at the end of each quarter.
  • As the 2017 Business Continuity and Disaster Recovery Plan test will be held in the fourth quarter of 2017, Designated Participants will be permitted adequate time during the third quarter of 2017 to prepare for the 2017 Business Continuity and Disaster Recovery Plan test.

CTS Input Processing Problem

At 8:28:52am (all times reported are CST) on March 24, 2017, CHX Operations Staff were alerted to a problem with the Consolidated Tape System (CTS) which caused the CTS Regional Input process to disconnect from CHX systems.  SIAC contacted CHX to advise it was experiencing a CTS event and was moving CTS processing to its Disaster Recovery (DR) site. At 8:33:26am CHX systems connected to the SIAC DR site for CTS processing and normal trade reporting resumed.

Between 8:33:26am and 8:52am, CHX reported all trades as “Sold” that had executed between 8:29am and 8:33am and had not been reported to the tape as a result of the outage.

SIAC informed its customers that the Regional Input for CTS will run out of its secondary data center for the remainder of March 24.

The Exchange intends to amend Article 21, Rule 5 to require that all execution reports and clearing submissions be made anonymously.  This amendment will assure that no contra party information is disclosed through execution reports or clearing submissions.

December 05, 2016 Trading Outage

Subject: December 05, 2016 Trading Outage

 

In order to improve its cybersecurity safeguards, for the past several months CHX has been working on a project to more completely isolate its production trading network within its network infrastructure. This effort has required both hardware and software changes; the final hardware change was implemented this past weekend after several weekend tests. Unfortunately, one statement was omitted from the final configuration, the impact of which only manifested itself at the commencement of the primary trading session at 9:30 am EST (interestingly, no evidence was seen during the preliminary trading session). Because the resolution of the problem was not readily apparent, CHX determined to halt trading at 9:51 am EST.

CHX technical staff were able to isolate the problem and resolve it, but because of the nature of that resolution it was determined that a system restart was the surest way to resume trading cleanly. That was completed and CHX resumed trading at 12:30 pm EST. However, it was determined that the processes that create the permanent record of all order and trade activity were not functioning consistently. This resulted in the second halt at 2:36 pm EST. Because this data would require recovery and would not be available during the trading day, CHX remained halted for the remainder of the day.

CHX will resume normal trading on Tuesday, December 6. The initial problem was completely resolved and the second problem was the result of an intra-day restart. Neither problem was the result of any cybersecurity incident at CHX.

CHX regrets the impact this event has had on our participants and wishes to reassure you that we work very hard to ensure these types of events do not happen.

CHX Regulation SCI Business Continuity and Disaster Recovery Plan Test

As previously announced, CHX will host its annual Regulation SCI Business Continuity and Disaster Recovery Plan test, in conjunction with the SIFMA Industry test on Saturday, October 15, 2016.

Required Participants

  • Required Participants that have received such notification directly from the Exchange must conduct the test from their production or DR environments to CHX’s CH2 data center during the 9:30am-11:00am (CST) period.  CH2 will serve as the Exchange’s failover (DR) site.  A post-test questionnaire will be sent to these Participants.

  • For compliance with Regulation SCI, Required Participants must demonstrate that they are able to connect to both of the Exchange’s data centers, NY4 and CH2, from both the Required Participant’s production and DR environments prior to December 31, 2016.  CHX encourages the use of the testing opportunity on Oct. 15, 2016 to demonstrate this ability.

Non-Required Participants

  • Non-Required Participants wishing to take part in the annual Regulation SCI Business Continuity and Disaster Recovery Plan test may test from their production or DR environments to CHX’s CH2 data center during the 9:30am - 11:00am (CST) period.

 

  • Participants wishing to take part in the SIFMA industry test should test from their DR site to the data center to which they have an established connection.  Please note the times below for data center availability.

Scope

  • Submit a representative sample of transactions to exchanges (3 to 5 orders in any symbol traded on CHX).

 

  • Participants sending orders MUST use the trade date 10/15/16.  Participants are also reminded to correctly set the SettlemntTyp (FIX tag 63).  All single-sided orders must be marked 0 (Regular Way).

Tick Size Pilot Plan to begin October 3, 2016

The Securities and Exchange Commission (“SEC”) approved Tick Size Pilot Plan provides for the widening of quoting and trading increments for a group of selected stocks in order to study and assess the impact on liquidity and trading. The Chicago Stock Exchange will support the two-year Pilot which begins on October 3, 2016.    Industry tests for the pilot will be held on:

  • September 10
  • September 17
  • October 1

 Pilot symbol groupings

Pilot securities will be divided into four groups – a Control group and three test groups, each with its own requirements and exceptions relating to quoting and trading increments. The list of NMS symbols in the Tick Pilot will be announced at the beginning of September.

  • Control Group -- quote and trade in current tick sizes
  • Test Group 1 - quote in $0.05 increments; trade at any price increment as today
  • Test Group 2 - quote and trade in $0.05 increments with the exception of Retail executions which may be executed with a minimum of $0.005 price improvement and midpoint executions
  • Test Group 3 - quote and trade as Test Group 2 and trades must adhere to a new Trade-At prohibition, which provides a market center may not execute non-displayed interest unless it also satisfies protected quotations on other markets at the same price, unless an exception applies
    • Some of the exceptions to the Trade-At prohibition are single-priced opening, reopening and closing transactions, Trade-At ISOs, block size orders and orders executed during a crossed market.

In the coming months, CHX will be migrating to a new way to designate orders as Intermarket Sweep Orders, subject to SEC approval.  This will be done in two phases:

  • Phase I:  Changing how CHX processes orders using the BBO_ISO and PP_ISO order modifiers.  We plan to implement this change on October 3, 2016, subject to SEC rule approval.

  • Phase II:  Eliminating the BBO_ISO and PP_ISO order modifiers.  At the present time, there is no scheduled date for this.

  Note:    ISO behavior (i.e., an order that sweeps multiple price points) is the same as PP_ISO behavior other than the fact that an order marked ISO, starting in Phase I, may also be a DAY order.  Items in red denote order handling changes from Today to Phase I or from Phase I to Phase II.

Notification Sent Re: 2016 Regulation SCI Business Continuity and Disaster Recovery Plan Test

As of Friday June 3, 2016, all Chicago Stock Exchange Participants required for the 2016 Regulation SCI Business Continuity and Disaster Recovery Plan test that have met the activity threshold for the first calendar quarter of 2016 have been individually notified. If your Firm has not been individually notified, you are not required for testing based on the first calendar quarter results. However, please note, you may still be eligible for the 2016 Regulation SCI Business Continuity and Disaster Recovery Plan test based upon second calendar quarter results.  Participants that have met or exceeded the threshold in the second calendar quarter will be individually notified in the third calendar quarter.

In either case, the SNAP Auction provides an efficient method to execute orders on a fully-automated electronic exchange which has full access to the national market system while providing minimal information leakage and low exchange fees.

2016 Regulation SCI Participant Business Continuity/Disaster Recovery Plan Test

The Chicago Stock Exchange will host its annual Business Continuity and Disaster Recovery Plan test on Saturday, October 15, 2016.

Regulation SCI requires that each SCI entity designate Members/Participants to take part in the annually scheduled Business Continuity and Disaster Recovery Plan test. While CHX encourages all Participants to participate in testing, CHX will require certain Participants to participate in the annual Business Continuity and Disaster Recovery Plan test.

Pursuant to CHX Article 3, Rule 21, CHX has established standards for the designation of applicable Participants that are required to participate in the annual Business Continuity and Disaster Recovery Plan test (see Market Regulation Memo MR-16-06.)

These standards are as follows:

Designated Participants are those that meet or exceed 10% of the total share volume executed in the Matching System in either of the first two calendar quarters of the test year. CHX will notify each Participant that meets this threshold at the end of each quarter.

As the 2016 Business Continuity and Disaster Recovery Plan test will be held in the fourth quarter, Designated Participants will be permitted adequate time during the third quarter of 2016 to prepare for the 2016 Business Continuity and Disaster Recovery Plan test.

SNAP Implementation Delay

During final testing for the SNAP auction product ahead of the previously announced May 13, 2016 launch date, CHX observed a minor issue regarding the handling of certain orders that may result in SNAP auctions operating in a manner inconsistent with CHX Rules under an outlier scenario. As an SRO, CHX is subject to the highest regulatory standards and are obligated to operate in strict compliance with its rules and all federal securities laws and regulations.

Thus, the new launch date of the SNAP auction product is June 3, 2016.

CHX Introduces SNAP Auctions



SNAP overview

The Chicago Stock Exchange will launch SNAP (“Sub-second, Non-displayed Auction Process”) Auctions on May 13, 2016. All SNAP-related rule changes that were effected pursuant to SEC Release Nos.76087, 76262 and 77711 shall be operative on May 13, 2016.

 

SNAP Auctions are sub-second dark auctions that can occur during the regular trading session. There are two types of SNAP Auctions: “Participant-initiated” and “exchange-initiated”. Participant-initiated SNAP Auctions occur when a Participant sends a marketable “SNAP” order of sufficient size to initiate a SNAP Auction. Exchange-initiated SNAP Auctions occur when the periodic polling of the Matching System detects sufficient marketable resting volume to initiate a SNAP Auction.

In either case, the SNAP Auction provides an efficient method to execute orders on a fully-automated electronic exchange which has full access to the national market system while providing minimal information leakage and low exchange fees.

New order types

SNAP introduces two new order types: SNAP orders and AOO (Auction Only Orders) orders.

SNAP orders that have a marketable price and sufficient size can initiate a SNAP Auction.

AOO orders can be sent during the early and regular trading sessions; however, they do not participate in open trading. AOOs are never quoted. AOOs remain dormant until a SNAP Auction is initiated. AOO orders can be optionally pegged to either side of the NBBO (with an optional tick increment) or the midpoint of the NBBO.

New trading account and order attribute

Unless otherwise instructed, by default, most single-sided orders will participate in SNAP Auctions.

For Participants who do not want their orders to be included in SNAP Auctions, the “Cancel on Auction” trading account default and the “Cancel on Auction” order attribute are provided to instruct the Matching System to cancel the order rather than include the order in a SNAP Auction. If the Participant elects to set their trading account default to “Cancel on SNAP”, any order which is sent without the “Cancel on Auction” order tag will be assigned the trading account default. The trading account default can be overridden on an order-by-order basis by explicitly populating the “Cancel on Auction” order tag.

Order attributes deactivated during SNAP

Participants need to be aware that some order attributes are disabled during a SNAP Auction:

  • All orders remain dark during the SNAP Auctions, so Always Quote orders will not be quoted

  • CHX Only, Post Only and Do Not Route orders may be routed to other market centers during a SNAP Auction

  • Match Trade Prevention will not be enforced by the Matching System during the SNAP Auction (see SNAP Market Regulation Information Memorandum MR-16-04 for more detail on this and other regulatory and compliance issues concerning SNAP)

Order messages received during SNAP Auction

When a SNAP Auction has initiated, there will be a very brief window (i.e., between 475 – 525 milliseconds) where new single-sided orders can be accepted; when that window closes, all subsequent order messages will be queued until the auction completes.

Cancel and cancel/replace messages will be queued when the SNAP Auction is initiated, i.e., cancel and cancel/replace messages will not be processed during the SNAP order acceptance window. However, IOC and FOK orders will always be immediately cancelled if received during a SNAP Auction.

Cross orders will be queued when the SNAP Auction is initiated.

All messages queued during the SNAP Auction will be processed during the transition from SNAP to open trading.

Quotes change for SNAP

CHX will distribute a zero-by-zero quote with a quote modifier of ‘4 – Auction’ to the SIPs when the SNAP Auction has initiated. When the SNAP Auction has completed and the Matching System has transitioned to open trading, a new top of book quote will be distributed to the SIPs.

Book Feed change for SNAP

The Book Feed will only provide “Stock Event” messages that mark the beginning and end of a SNAP Auction. Since SNAP is a dark auction, no further information will provided on the Book Feed about SNAP Auctions.

CHX Announces May 13 Start For SNAP Auctions


            CHICAGO — April 4, 2016 — Today the Chicago Stock Exchange (CHX) announced plans to introduce its auction products –Participant-initiated on-demandSNAP[SM] Auctions as well asExchange-Initiated SNAP Auctions –starting May 13, 2016.[1]

            John Kerin, CHX President and Chief Executive Officer, said, “We believe that SNAP Auctions will be the safest and most effective mechanism to seek block size execution at the NBBO Midpoint by using a Midpoint Pegged Auction Only order. Exchange-initiated SNAP Auctions will assure that a SNAP Auction is called when sufficient size exists – at the NBBO Midpoint or another price – to execute block size. Among other things, using SNAP Auctions will provide superior protection against information leakage.”

            CHX Director of Sales Mark O’Connor offered that SNAP Auctions have attracted support from a variety of fully independent market structure experts including

Georgetown University professor James Angel; founder & CEO of KOR Group LLC

Chris Nagy; Haim Bodek, Managing Principal at Decimus Capital Markets, LLC;

and the Federal Reserve Bank of Chicago.

            Steven Givot, CHX Senior Vice President for Strategy and Product Management, added, “The buy side has been victimized by several broker dealers operating ATSs or dark pools. The substantial fines levied by the SEC resulted from allegations that these firms placed their own best interests ahead of their customers’ interests.

“CHX, as a national securities exchange, does not have the same conflicts of interest that the operator of an ATS or dark pool has. We do no proprietary trading. We are obligated by law to treat customers equally. We are obligated by rule to maintain the confidentiality of order and trading information. All of our rules are published for public comment, approved by the SEC, and fully transparent. For these and other reasons, CHX offers a safer place for buy side customers to seek block size liquidity in an environment where they do not have to worry whether the trading venue will put its own interests ahead of the interests of its customer.”

CHX to Offer Anonymity in Clearing - Update

Due to an internal issue at NSCC, implementation of clearing anonymity was delayed from the anticipated start date of July 1 to a new start date of July 7, 2015.

Effective Tuesday, July 7, 2015, NSCC will begin using the anonymity indicator on trade activity submitted by the Chicago Stock Exchange. If the buyer or seller on any matched trade has chosen to report trade activity with anonymity, NSCC UTC (Universal Trade Capture) clearing activity will be reported with anonymity. Further, the contra broker on the trade reported on the NSCC Chicago Stock Exchange RIO clearing report will reflect a contra firm mnemonic of ANON, and a contra firm clearing number of 8602.


If your preferences at CHX are currently set to report trade activity with anonymity, your clearing activity submitted to NSCC UTC will be submitted with anonymity.

Proposed Change of Primary Matching Location for 15 Symbols Effective July 1, 2015

The CHX Matching Location Committee has recommended that the primary matching location for the following 15 symbols be changed from CH2 (Chicago) to NY4 (New Jersey) effective at the start of trading on July 1, 2015.

CHX to Offer Anonymity in Clearing

Effective Wednesday, July 1, 2015, the Chicago Stock Exchange will begin submitting trade activity to NSCC using the anonymity indicator. If the buyer or seller on any matched trade has chosen to report trade activity with anonymity, NSCC UTC (Universal Trade Capture) clearing activity will be reported with anonymity. Further, the contra broker on the trade reported on the NSCC Chicago Stock Exchange RIO clearing report will reflect a contra firm mnemonic of ANON, and a contra firm clearing number of 8602.

If your preferences at CHX are currently set to report trade activity with anonymity, your clearing activity submitted to NSCC UTC will be submitted with anonymity.

CHICAGO (May 13) – Today the Chicago Stock Exchange, Inc. (CHX) announced plans to file proposed rules with the Securities and Exchange Commission which, subject to regulatory approval, will permit CHX to offer the only on-demand equities auction on a national securities exchange.   CHX’s SNAPSM Auction rules define a Sub-second Non-Displayed Auction Process which introduces on-demand auctions to an exchange trading model – a first in the US securities industry.

In announcing the filing, CHX CEO and President John Kerin said, “SNAP Auctions are designed to help level the playing field by largely neutralizing speed advantage, providing transparent rules governing a trading process which is fair to all, and seeking to minimize information leakage in a dark auction conducted in a normally lit market.  We believe that SNAP Auctions bring to market the best aspects of an exchange’s price discovery mechanism, dark pool liquidity, and trade anonymity.  SNAP Auctions can also mitigate problems associated with market fragmentation.

CHX Senior Vice President for Strategy and Product Management Steven Givot said, “Traders can participate in a SNAP Auction by initiating a SNAP Auction or by responding to a SNAP Auction.  Any market participant can submit an undetectable, dormant SNAP Auction Only Order long before a SNAP Auction takes place.  If a SNAP Auction occurs, CHX will automatically activate and algorithmically price SNAP Auction Only Orders as directed by the order sender.  SNAP Auction Only Orders submitted prior to an auction have greater time priority over orders submitted in response to a SNAP Auction.  This levels the playing field between those who submit orders early in the day and those who respond quickly after an auction begins.   A SNAP Auction will take less than one second.   SNAP Auctions will be available during the regular trading session.  CHX announces the start of a SNAP Auction in a given security, but the side, size, and limit price of the SNAP Order which leads to the auction are never disclosed.” 

CHX will offer on-demand SNAP Auctions for any security traded on CHX other than when-issued or when-distributed products.

Notice Regarding Outbound Routing

Effective immediately, the Chicago Stock Exchange (CHX) is offering outbound routing. Previous to this service being implemented, any participant routing orders to the Matching System that, if quoted, would result in a locked or crossed market would have had the order rejected back to them. Now, a participant may elect to have the order routed, by the CHX, to another market center for execution.

 

As an example, if a participant that has elected to participate in outbound routing sends an order to the CHX Matching System and that order cannot be executed, and if quoted would lock or cross the national market, the order will be direct or smart routed via our CHX Broker /Dealer. If the order is executed at the away venue, the CHX will send the transaction to DTCC for clearing, and participants will see the execution on the CHX RIO along with all other CHX activity.

 

This outbound routing service is optional and participants need to contact the CHX to make this change to your account. If participants are not interested in this service, no action is necessary.

Amended Certain Trade Modifiers on an Interim Basis

The Chicago Stock Exchange, Inc. (“CHX”) has amended its use of certain trade modifiers on an interim basis. Specifically, in place of Level 4 Trade Modifier V, “Stock-Option Trade,” CHX is now using Trade Modifiers W and B, “Average Price Trade,” for the UTP and CTA SIPs respectively. On February 12, 2015, the CTA/UTP Executive Committee approved CHX’s request to amend the name and definition of current Level 4 Trade Modifier V, “Stock-Option Trade.” Trade Modifier V will be renamed “Contingent Trade,” and will be described as a condition code that “is used to identify transactions where the execution of the transaction is contingent upon some event.” The Committee also approved the activation of Level 2 Trade Modifier 7. Modifier 7 has been named “QCT” to specifically identify Qualified Contingent Trades in the marketplace.

The changes to modifiers V and 7 are anticipated to be rolled out by the CTA and UTP SIPs at the end of July 2015. During the roll-out period, CHX will temporarily utilize Trade Modifiers W and B in place of modifier V. Notably, as FINRA currently uses modifiers W and B for reporting stock option trades, CHX is now aligned with FINRA’s trade modifier structure on an interim basis.

The Regular Trading Session will be open from 8:30 to 12:00 noon, the Late Trading Session will run from 12:00 noon to 12:15, and the Crossing session will close at 12:30. On Wednesday December 31, 2014, all sessions will trade normal hours.
